In 2007, CPMS provided leadership to the strategic planning process for the
South Coast British Columbia Transportation Authority Police Service (SCBCTAPS)

Partnership with Canadian Law Enforcement

Police Governance Initiatives

  • Facilitated two day governance conference for police boards in the Province of BC focussing on governance models, roles and responsibilities, emerging issues, strategic planning, self evaluation and performance appraisal
  • Developed a board education curriculum with a focus on board leadership development in areas that include board effectiveness, preparing for police audits, conflict of interest, police boards at risk, etc.
  • Developed specific governance training for individual police departments
  • Researched specific governance issues by contacting police departments across Canada
  • Created and delivered practical documentation to police boards pertaining to by-laws, performance appraisal for chief constables and governance models

Police Audits and Complex Issues

  • Advised and assisted in the development of a five year strategic plan for the BC Association of Chiefs of Police
  • Advised and assisted the BC Federation of Police regarding a provincial position on police amalgamations
  • Audited and reviewed police human resource initiatives on performance management, leadership initiatives, and supervisory competency requirements
  • Advised the BC Association of Chiefs of Police on the drug strategy and position for the province
  • Developed police performance management tools

Police Integration and Facilitation Initiatives

  • Facilitated integration discussions as instructed in the Ministerial Order in Council for the South Vancouver Island Region
  • Submitted facilitator’s report to the Solicitor General on the South Vancouver Island integration discussions with recommendations
  • Facilitated integration discussions between the Nelson City Police and the RCMP
  • Facilitated integration discussions between the RCMP and the Organized Crime Agency of BC
  • Advised police chiefs on complex organizational issues in confidence

Police Education Program Development

  • Facilitated the development of a strategic leadership plan for policing
  • Designed and implemented Level 100 Leadership Development courses with an emphasis on leadership, ethics, managing people, and communications
  • Trained and developed local police personnel to deliver Level 100 courses
  • Designed Level 200 Leadership Development courses with a rigor comparable to a third year university course
  • Implemented Level 200 courses with an emphasis on organizational change, effective leadership, managing people, communications and ethics
  • Achieved credit status at the Justice Institute of BC for Level 100 courses
  • Developed leadership matrix highlighting the attributes of effective leadership throughout policing organization
  • Incorporated the Canadian Public Safety Academy as a vehicle for the delivery of leadership programs to all organizations involved in public safety

Police Issue Facilitation

  • Facilitated a one day, highly confidential session for the Royal Canadian Mounted Police pertaining to the restructuring of services within BC
  • Designed and delivered the BC leadership conference using police organizations as a centerpiece for the topic “Leadership in a time of crisis”
  • Facilitated a two day team focus conference for the Police Services Division
  • Provided confidential mediation advice to assist in issue resolution between a police department and the Police Services Division
